Prevention Services

Prevention work is an intentional and comprehensive approach to preventing substance use and it can start as early as preschool. Our efforts are data driven, outcome focused and strive to meet the needs of the community.


Programs can be delivered in school and community settings and aim to increase the health and wellness in HFM counties by boosting protective factors and mitigating risk factors for drug use and violence.


These evidence-based services align with NYS Common Core Standards and can be adapted to meet the needs of your classroom or group. Educators are trained in topics such as youth substance use, ongoing drug trends, and the science of addiction.

School Prevention

Elementary School programs

Too Good for Violence

Grade Level: K-6th

Program Length: 10 lessons 30-60 minutes

A bullying prevention program, Too Good for Violence, uses four interwoven concepts– conflict resolution, anger management respect for self and others, and effective communication– to offer a caring approach to bullying/violence prevention.

Too Good for Drugs

Grade level: K-6th

Program length: 10 lessons, 30-40 minutes

Too Good for Drugs is a prevention program designed to reduce risk factors and enhance protective factors related to alcohol, tobacco and other drug use among students. Objectives of the program are goal setting, decision making, bonding with pro-social others, identifying and managing emotions and communicating effectively.

Second Step: A Violence Prevention Curriculum

Grade Level: K-5th

Program Length: 26 lessons. 30 minutes

Second Step is designed to promote social competence and reduce social and emotional problems by teaching youth skills in the core areas of empathy, emotion management (impulse control, emotion regulation, anger management), and social problem solving.

Incredible Years

Grade level: Pre-K

Program Length: 10 sessions, 2 lessons per session. 20-30 minutes total.

The Incredible Years is a social skills and problem-solving curriculum designed to promote positive self-esteem and general social, emotional, and academic competence. This evidence-based program uses DVDs, puppets, special activities, games, and books to teach young students friendship skills, emotion language, problem solving, anger management, appropriate classroom behavior, and communication skills.

Positive Action

Grade Level: K-12

Program Length: 7 Units, 50 lessons, 15-20 minutes per lesson.

Positive Action is a K-12 program that promotes cooperation. It works by reinforcing the idea that people feel good about themselves when they do positive actions. The effects  of the program range from increased academic achievement to dramatic reductions in problem behaviors. Positive Action helps educators create positive learning environments for their students.

Middle School programs

Too Good for Violence

Grade Level: 7th-8th

Program Length: 9 lessons, 40 minutes

A bullying prevention program that teaches strong character-based skills, attitudes and behaviors. Kids develop skills for conflict resolution, anger management, respect for self and others, and effective communication– keys to social-emotional intelligence.

Too Good for Drugs

Grade Level: 7th-8th

Program Length: 10 Lessons, 40 minutes

A prevention program that provides facts about alcohol, tobacco and other drugs– facts that help kids set goals and make good decisions   that contribute to their health and well-being. Program activities give kids skills for managing emotions, communicating effectively, making positive friendships, countering social influences, analyzing media messages and refusing peer pressure.

Second Step: A Violence Prevention Curriculum

Grade Level: 6th-8th

Program Length: 13-15 lessons, 50 minutes or 26-30 lessons, 25-30 minutes

Second Step is designed to promote social competence and reduce social and emotional problems by teaching youth important life skills. This curriculum focuses on mindsets & goals, developing a positive sense of self, identifying & managing emotions, recognizing unhelpful thoughts, decision making, managing relationships, and social conduct. 

LEAD by Example

Program Length: 10 weeks, 45-60 minutes per lesson

LEAD by Example is an adventure-based learning program that assists middle and high school students in learning and enhancing important life skills such as leadership, communication, problem solving, and relationship building.  Adventure-based learning improves students' social and emotional learning, leading to improved relationships, self-esteem, and behavior. We also know that kids who develop these skills are less likely to develop substance use issues. Students engage in fun games in a way that is strengths-based and student-centered, and they get a chance to discuss what they experience and learn.

SPORT is an evidence-based alcohol and drug prevention program for reaching youth in any setting and situation with effective prevention and wellness content and tools.

High School programs

Too Good for Drugs and Violence

Grade Level: 9th-12th

Program Length: 10 Lessons, 40 minutes. 

This program expands drug prevention education to deal with issues prevalent in this age group. In addition, it builds skills for decision making, communication, media literacy and conflict resolution, as well as making and maintaining healthy relationships.

After School programs

Second Step Out-of-School-Time

Grade level: K-5

Program Length: Flexible, can be taught as a standalone activity or as a sequence of scheduled lessons. 1-49 activities per grade band. 20 minutes.

Second Step Out-of-School Time is a social emotional learning-based curriculum that is designed to be used as an after-school program. The activities address community building, growth mindset, goal setting, emotion management, empathy, and kindness. The goal of this program is to teach students social-emotional skills through games, play, and creativity and to encourage kids to share their experiences and make choices.

Other programs

Alcohol, Other drugs, and Problem Gambling

Program Length: Varies

The HFM Prevention Council has many resources and information on alcohol, other drugs and problem gambling. The Council will work with your organization to devise a workshop that fits your needs.
